PATIALA: PSEB Engineers’ Association has suggested steps for smooth takeover and functioning of GVK thermal while welcoming the acquisition of GVK Thermal Plant, Goindwal Sahib under the state sector, which has a considerable potential to ensure reliable and cost-effective power generation for the people of Punjab.
The Association has suggested that to ensure efficient operations of the thermal plant, Punjab State Power Corporation Ltd.(PSPCL) must complete formalities to allow the use of coal from PSPCL’s captive coal mine Pachhwara in GVK Thermal Plant. In addition to this PSPCL should also complete formalities to allow transfer of coal linkage of CCL to GVK through direct rail mode.
Ajay Pal Singh Atwal general secretary said that PSPCL should depute experienced PSPCL engineers on key management positions in the GVK thermal plant to ensure smooth and efficient operations of the plant and to identify key issues for operation and maintenance of the plant e.g. availability of major capital spares and inventory of general spares, any major/ minor maintenance works in progress, status/period of running contracts etc.
In addition to above it must establish and operationalise fuel efficiency (FE&T) circle in GVK Thermal Plant and to Formulate HR policy for takeover of operations by regular employees of PSPCL.
The timeline to merge the proposed SPV (being established for the takeover of GVK Plant) in PSPCL corporate structure and operate the plant in line with existing state sector plants.
