History-Sheeter Arrested in Gujarat for Double Murder in Phagwara; Victims Still Missing three more arrested by Phagwara Police

PHAGWARA: In a major development in a disturbing double murder case that has shocked Phagwara, the phagwara police led by Phagwara SP Rupinder Kaur Bhatti in a joint operation with Gujarat Police, arrested history-sheeter Harvinder alias Binder Ramdasi from Lakadia village, Tehsil Bhachau, District Kutch, Gujarat.

Harvinder, who was previously wanted in the 2012 high-profile murder of DSP Balraj Singh Gill in Moga, is now accused in the suspected killing of a local lawyer and a woman from Jalandhar.
The arrest was made on Monday April 28, following specific intelligence inputs shared between Phagwara and Gujarat police officials. Harvinder was tracked to a roadside eatery where he was working under an assumed identity. He was taken into custody and is now being brought to Phagwara for further investigation.

The case stems from a complaint registered at Police Station Sadar Phagwara under FIR No. 43 dated April 24, 2025, under Sections 138 and 140 of the Bharatiya Nyaya Sanhita (BNS), 2023, and Sections 25 and 27 of the Arms Act, 1959.
The complainant, Sudesh Lal, a resident of Golden Avenue, Jalandhar, reported that his son, Sanjeev Kumar—a practicing lawyer at the Punjab and Haryana High Court—had gone missing along with his live-in partner, Anjupal, a resident of Mohalla Santokhpura, Jalandhar.

SP Bhatti while confirming it told THE TRIBUNE here today that according to the FIR, Sanjeev had informed his father on April 19 that he was going to stay at their flat in AGI Apartments, Phagwara, along with Anjupal and her 16-year-old daughter, Palakdeep.
When repeated calls to both Sanjeev and Anjupal went unanswered over the next few days, suspicion grew. On April 24, accompanied by police personnel, Sudesh Lal visited the flat and found it locked from inside. Upon forced entry, they discovered Palakdeep inside, alone and visibly terrified.
SP Bhatti told that in her statement to the police, Palakdeep revealed that around midnight on April 19-20, three armed men had entered the flat and abducted both Sanjeev and Anjupal at gunpoint. Out of fear, she remained inside the apartment without contacting anyone for the next several days. The couple’s vehicle, a Hyundai i20 (PB08-FQ-0469), was also missing from the premises.
Following this information, an intensive investigation was launched.
SP said that the Police soon received credible intelligence indicating Harvinder’s presence in Gujarat. Acting swiftly, a team coordinated with Kutch Police and arrested him on April 28. During preliminary interrogation, Harvinder confessed to kidnapping and murdering Sanjeev and Anjupal shortly after taking them from their flat. He told investigators that his motive stemmed from a past romantic relationship with Anjupal.

Shockingly, Harvinder also admitted to his involvement in the February 2012 murder of Moga DSP Balraj Singh Gill and his companion Monika Kapila during a robbery attempt at a farmhouse on Humbran Road near Ludhiana. That case remains one of Punjab’s most sensational unresolved crimes.
Senior Superintendent of the Police Haurav Toora said that the Phagwara police have also arrested three more individuals in connection with the current double murder case. However, the bodies of Sanjeev Kumar and Anjupal have not yet been recovered. The missing i20 car was traced and recovered from Raghunath Enclave, Ludhiana, adding another layer of evidence to the unfolding case.
Senior police officials have confirmed that all accused are being brought to Phagwara for detailed interrogation. Search operations are ongoing in multiple locations to trace the bodies and gather further forensic evidence.
The case has triggered widespread concern across Phagwara and surrounding districts, with residents expressing alarm over the gruesome nature of the crime and the audacity of the accused. Police have assured the public that every effort is being made to ensure justice for the victims and their families.
