SHIMLA: The Himachal Pradesh Cabinet meeting held here today under the chairmanship of Chief Minister Jai Ram Thakur gave its approval to start one Mukhya Mantri Mobile Clinic in every Assembly Segment of the State. The decision is understood to have been taken to conter surge of Aam admi Party(AAP) in the hills.
These Mobile Clinics would have facilities for testing, consultation, prescription including dispensing of medicine, basic laboratory services, vaccination facilities and procedures by a general practitioner/specialist Doctor to those in remote areas having little access to medical facilities. This would go a long way in improving access and coverage of health services in rural areas.
It decided to grant higher pay structure to the categories of Police Constables appointed in 2015 and 2016 by allowing grant of higher pre-revised pay band and Grade Pay to Constables on notional basis, since the new Himachal Pradesh (Revised Pay) Rules-2022 have come into force on 1st January, 2022 effective from 1st January, 2016. The Constables now have the option for fixation of pay under the relevant factor of pay fixation and the payment of arrears of pay would depend upon their options under the revised rules.
The Cabinet also decided to promulgate an ordinance to omit section 12 of the Salaries and Allowances of Ministers (Himachal Pradesh) Act, 2000, Section 11-A of the Himachal Pradesh Legislative Assembly (Allowances and Pension of Members) Act, 1971 relating to Income Tax which is presently being paid by the State Government and now shall be paid by the individual members.
The Cabinet also gave its approval for amendment in Mukhya Mantri Swablamban Yojna-2022 to ensure maximum coverage of eligible categories. It was decided that the grant to women and handicapped be increased to 35 percent and the grant to Scheduled Castes and Scheduled Tribes has been increased to 30 percent. Apart from this, approval has been given to include minimum unit of 3 cow/3 buffalo in tribal areas of the state and minimum unit of 5 cows / 5 buffalo in other areas of the state under Unnat Diary Development Project. Under this activity, grant has also been approved for the purchase of animals. In addition, activities including mechanized farm equipment, combines and harvesters used for farming.
The Cabinet gave its approval to Draft of Policy for the recruitment of 5000 workers in Public Works Department for maintenance of roads and other official works. They would be appointed on honorarium of Rs. 4500.
The Cabinet decided to upgrade sub development block Udaipur Lahaul-Spiti to Development Block to facilitate the people of the area.
It also gave its approval to the guidelines for regulating the nominations/ appointments and other terms and conditions of services of Chairman, Member Secretary, Non-official and other members in the State Pollution Control Board for smooth functioning of the board.
It also decided to create Kanungo Circle at Banerhdi in Mandi district under sub tehsil Mandap to facilitate people of the area.
It also gave its approval for excluding Mohal Bhuth from Patwar circle Bhamnoli in Shimla district and including it in Patwar circle Bachhuchh.
It also decided to create two new Patwar circles by bifurcating/reorganizing Partwar circle Kharahal in Kullu district. These two Patwar circles would be Chinja and Chansari.
The Cabinet also decided to take out Muhal Kaldu from Patwar circle Nadholi in sub tehsil Kotla of Kangra district and include it in Patwar circle Harian under tehsil Jawali.
It also gave its consent to create two new Patwar circles Dhaneti, Garlan and Anoh by bifurcating/organizing in Patwar circle Sukhar under sub tehsil Gangath of Kangra district.
The Cabinet also decided to open new sub tehsils at Harlog in Ghumarwin Tehsil of Bilaspur district to facilitate the people of the area.
It also decided to take out Patwar circle Mainjha in Palamapur tehsil of Kangra district and include it in Sub tehsil Sulah, besides taking out Patwar circle Bag Vuhla and including it in Palampur tehsil.
It also gave its consent to take out Patwar circles Parlog, Sartyola, Savamahnu and Bakhrot from sub tehsil Bagsyad of Mandi district and include it in tehsil Karsog besides shifting Patwar circle Shorshan from Sub tehsil Pangna to sub tehsil Bagsyad.
It also gave its approval for reorganizing Kanungo circle under sub tehsil Bihdu Kalan in Una district and to create one Kanungo circle and two new Patwar circles Proian Kalan and Valh besides creating six posts of different categories for managing these new created circles.
It also gave its nod to fill up three posts of Commandant/Junior Staff Officer in Home Guards and Civil Defense Department on contract basis through direct recruitment.
The Cabinet gave its approval to provide No Default Guarantee in favour of Himachal Pradesh Road Transport Corporation for raising term loan of Rs. 69 crore at interest rate of 6.71 per cent per annum to purchase 200 buses and 5 tempo travelers.
It also gave its approval to start science (Medical and Non-Medical), Geography and Physical Education) classes in Government Degree College Kandaghat in Solan district alongwith creation of six posts of Assistant Professors to facilitate the students.
The Cabinet gave its approval to open new primary schools at village Saimpur in Gram Panchayat Kholanal and village Darhal in Gram Panchayat Koon in Mandi district.
It also gave its approval to reorganize the education block Sundernagar-2 and Karsog-2 to create a new education block at Nihri in Sundernagar area of Mandi district.
It also decided to open new primary schools at village Rarik in Gram Panchayat Darcha Sumdo and at village Shainoor in Gram Panchayhat Kishori in Lahaul Spiti District to facilitate the students.
The Cabinet also gave its approval to open a new primary school at village Thandoli in Gram panchayat Birla in Renuka ji Vidhan Sabha of Sirmour district.
It also gave its approval for bifurcating the education block Banjar to carve out a new education block at Sainj in Kullu district.
The Cabinet also decided to upgrade Government Middle School Rainglu to Govt High School and Govt High School Lambsafar to Senior Secondary School alongwith creation and filling up ten posts of different categories for effective functioning of these new upgraded institutions.
It also decided to name Government High School Prini in Kullu District as Atal Bihari Vajpayee Govt High School Prini as a mark of respect to former Prime Minister late Shri Atal Bihari Vajpayee.
The Cabinet gave its consent to upgrade Govt primary schools Sangdah, Devarghat, Bavahi Bleech, Chiya Minyana, Hiun Shalamu and Koon in Renuka ji Vidhan Savbha area of Sirnmour district to Government Middle Schools alongwith creation of 18 posts of different categories, .
It also decided to start science classes in Government Senior Secondary School Tatehal and Commerce Classes in Government Senior Secondary School Andreta in Jaisinghpur Vidhan Sabha area of Kangra district alongwith creation of five posts of Lecturers for these schools.
It gave its approval for naming a bridge over Neugal river on Sullah to Prour-Jhajjar road in Kangra district as Reena Setu.
The Cabinet gave its approval for amendments in Sub Rule (1) and (2) of Rules-16 and sub-rule(3) of Rules-26 of Himachal Pradesh Municipal Corporation Election Rules-2012.
It also decided to fill up five posts of Assistant Town Planner in Town and Country Planning Department on contract basis through direct recruitment.
It also gave its nod to open Veterinary Dispensary at village Thanang in Gram Panchayat Sungra in Kinnaur district alongwith creation and filling up of two posts of different categories.
The Cabinet also gave its approval for opening new Veterinary Dispensaries at village Kinder and Didar in Mandi district and village Soyal, Jaboo and village Mund-Dal in Kullu District alongwith creation of 16 posts of different categories.
It decided to open a new Veterinary hospital at village Banerdi in Dharampur tehsil of Mandi district alongwith creation and filling up of five posts of different categories. This would benefit about 1300 population of six villages of the area.
It also decided to upgrade Veterinary Dispensary at Bajaura in Kullu District to Veterinary Hospital and upgradation of Veterinary Dispensary Patrighat in Mandi district to Veterinary Hospital, Veterinary Dispensary Kandakalyan in Mandi district to Veterinary Hospital, upgradation of Veterinary Dispensary Taleli in Mandi District to Veterinary Hospital and upgradation of Veterinary Dispensary Ashla in Mandi District to Veterinary Hospital alongwith creation and filling up of requisite posts of different categories for these newly upgraded institutions.
The Cabinet decided to open a new Veterinary Dispensary at Pardana Jol in Mandi district alongwith creation of two posts for manning these institutions.
It decided to upgrade Veterinary Dispensary Chulhari to Veterinary Hospital alongwith creation and filling up of three posts of different categories.
The Cabinet decided to provide essentiality-cum-feasibility/No Objection Certificate in favour of Awasthi Nursing Institute Nalagarh District Solan for 60 seats of post basic BSc in nursing course.
It decided to create one post each of Professor, Associate Professor and two posts each Senior Resident and OTA in Regional Transplant Surgery Department of Dr. Rajendra Prasad Government Medical College Tanda.
It also gave its nod to upgrade Primary Health Centre Panchrukhi in Kangra district to Community Health Centre alongwith creation of two posts of different categories on contract basis.
The Cabinet decided to open a new Health Sub Centre at Arat in Gram Panchayat Shivpur in Sirmour District alongwith creation and filling up of posts of different categories.
It decided to upgrade Primary Health Centre Chhaila in Shimla District to Community Health Centre and opening of new Health Sub Centre at village Kothi in Gram Panchayat Kothi Ahnog of Shimla District alongwith creation and filling up of five posts of different categories for these health institutions.
The Cabinet gave its approval for upgrading Civil Hospital Sarahan in Sirmour District to 100 bedded hospital.
It decided to open a Primary Health Centre at Shobranang in Kinnaur district alongwith creation and filling up of three posts of different categories.
It gave its nod to open a new Primary Health Centre at Ballibal in Haroli Vidhan Sabha area of Una district alongwith creation and filling up of three posts of different categories.
The Cabinet gave its approval for opening a new Primary Health Centre at Gagad in Kangra district alongwith creation of three posts of different categories.
It gave approval for opening Health Sub Centre at Lana Kasar in Pachhad Vidhan Sabha area of Sirmour district alongwith creation and filling up of two posts of different categories.
It decided to fill up one post each of Ophthalmic Officer and OTA in Civil Hospital Dehra in Kangra district on contract basis.
In order to give a boost to horticulture activities in the State and to make the Department more vibrant, the Cabinet decided to create three zones of Horticulture Department at Kangra, Shimla and Mandi. The Shimla Zone would be headed by Director Horticulture and would cover Shimla, Kinnaur, Sirmour, Solan districts and Spiti valley of Lahaul Spiti Districts, Dharamshala Zone would be headed by Additional Director, Dharamshala and would cover Kangra, Chamba, Hamirpur and Una Districts, whereas Mandi Zone headed by Joint Director Horticulture Mandi would cover Mandi, Kullu, Bilaspur districts and Lahaul valley of Lahaul Spiti district.
It also decided to name the newly constructed Multipurpose Cultural Complex Smoorkalan in Una District as Lata Mangeshkar Kala Kendra’ as a mark of respect to late Lata Mangeshkar.
The Cabinet gave its approval 14 posts of different categories in the Language, Art and Culture Department through direct recruitment on contract basis and 18 posts of Gallery Attendant and 17 posts of Monument Attendant on outsource basis.
