CHANDIGARH : Haryana government is directly interfering in the already delayed selection process of Chairman Bhakra Beas Management Board (BBMB) by granting one year extension in service to S K Sharma Member Irrigation who also holds additional charge of Chairman BBMB since September 23, 2015 till January 31, 2018 or till his appointment as Chairman, BBMB, whichever is earlier, beyond the age of superannuation.
The BBMB is administratively under the control of Ministry of Power. The Union Ministry of Power has failed to appoint a full-time Chairman of the BBMB lying vacant since September 24, 2015. In order to fill vacancy of post of Chairman BBMB the Ministry of Power issued a vacancy Circular on 29 Sept 2016 inviting applications for the post with last date of submission of applications being 14 Oct 2016.
A large number of senior power or irrigation engineers from Central or State government service applied for the post. The interview was conducted by search and select Committee on 22 Nov 2016. The selection case for Chairman BBMB was pending in Ministry of power or DOPT since then and a final selection was yet to be made.
Haryana government seems to have assumed or taken for granted that S K Sharma will be appointed as Chairman BBMB, whereas the selection case is to be processed by Ministry of power, then by DOPT and finally approved by ACC which is chaired by Prime Minister. At this stage, even though S K Sharma may have been one of the applicants for post of Chairman it cannot be assumed that he would be selected.
At the present stage of processing case by Power ministry for DOPT/ACC the Haryana has committed a gross irregularity by stating about the selection of Sharma as Chairman BBMB, while giving one year extension. Since the selection process is under purview of ministry of power then DOPT and finally ACC how Haryana could presume the outcome at this stage is not known.
Padamjit Singh Chief patron All India Power Engineers Federation in a letter to Ministry of power criticized the interference by Haryana on a matter which is beyond its purview and has thus committed s a gross irregularity, more so since the approval of the Governor Haryana has been taken on a matter which was beyond his competence.
