Haryana engineers demand rationalization of work load norms

KARNAL:  Haryana Power Engineers Association in its executive meeting held today at Karnal opposed the proposed Electricity (Amenedment ) bill 2014 and demanded the rationalization of work load norms in the sub divisions to avoid collapse of system.

Padamjit Singh Chief Patron All India Power Engineers Federation said that with the passage of electricity amendment bill the Discoms in the future will become supplier to LT consumers and a wire utility to HT and high end LT consumers. It would yield huge profits to private supply licensees and cause the incumbent discom-licensee to go bankrupt.
K D Bansal President of Association said that the zonal meetings have been planned to mibilise the engineers about the pitfall of this amendment.
Bansal further said said that the TE 4 work load norms for the subdivisions has not been revised and all the SDOs are working under stressed condition with unmanageable load. Under these circumstances the power supply during paddy season would be affected. Despite staff shortage engineers are committed for the improvement of the financial and technical health of utilities and reduction in AT&C losses is the proof of the same.
K K Malik General Secretary said that the executive committee demanded arrest of those employees who are responsible for the manhandling of SDO Satrod sub division in Hissar against whom FIR has been lodged.
Malik demanded that all the seven vacant posts of superintending engineers in HVPN should be filled on priority as work is suffering. Further the extension to Directors should not be given as this effects the career of engineers at lower level.
The utilities should get its engineers trained in IT so that they are able to handle the computerized system with efficiency . The practice of lateral induction /recruitment of Chief engineers in IT wing was condemned.
HPEA warned against massive bungling at Board level in award of contracts and cited an example of a firm which was capable of executing contract of only Rs 40 Cr per year being awarded work of Rs 240 Cr per year. The CMD is answerable for such lapses and getting the controversial contracts directly approved by CM after bypassing the department of Power and ACS power.
