CHANDIGARH : Ministry of power has been delaying the selection of new Chairman Bhakra Beas Management Board (BBMB) and is clearly violating Punjab Haryana High Court order of 19 July 2016.
The post of Chairman BBMB is lying vacant since 24 Sept 2015, and the initial delay was followed by a legal challenge in High Court which was decided on 19 July 2016 with issue of directions to have fresh selection process so as to appoint new Chairman within two months. As per this order the new Chairman should have been in position by 19 Sept 2016.
All India power engineers Federation (AIPEF) in a letter to Prime Minister has written that the delay on the part of power ministry represents inefficiency as well as disregard of Court orders, probably deliberate. The government took over two months just to issue vacancy Circular and it took a further two months to hold interview on 22 Nov 2016.
There are clearly identified vested interests who want the selection of new Chairman delayed as much as possible so that the benefits being derived from a dual charge arrangement can be extended or perpetuated.
AIPEF has alleged that there are clear indications that the Power Minister himself is a key player in delaying or slowing down the selection process.
In the meantime working of BBMB is suffering. The prime function of meeting irrigation and power requirements of partner states has taken a hit as the technical committee meeting of 27 Feb has been postponed to 02 March whereas the decisions were to be taken before the start of month.
AIPEF has urged the Prime Minister to intervene.
