Former Civil Surgeons oppose Punjab Govt proposal to abolish NPA for serving doctors

CHANDIGARH:  Proposal of the finance department to abolish or reduce the Non Practicing Allowance (NPA) of the Punjab Govt .doctors, if accepted, will lead to exodus of doctors from the public sector and it will adversely effect the already ailing health services in the state.  

In a joint press note, Dr. Ajay Bagga, Dr. Kaushal Singh Saini, Dr. Anil Mahindra  and Dr. S.K. Gupta all retired Civil Surgeons stated that Health Department is already facing acute shortage of doctors and acceptance of the proposal of the finance department will further lead to shortage of doctors.  They said due to shortage of emergency medical officers in the district and sub divisional hospitals specialists are put on duty and even in certain districts and sub division the hospitals are not having radiologist, gynecologist, anesthetist  etc.

Dr. Bagga, Dr. Saini, Dr. Mahindra and Dr. Gupta further stated that actually the world NPA is a misnomer.  The doctors can not do private practice even if the NPA is abolished as the Punjab Civil Services Rules do not permit a govt. servant to indulge in private practice while in service.  They said NPA is not given to the doctors in lieu of not doing private practice while in Govt. job.  Actually  the world NPA is a misnomer.  NPA  is given to the serving doctors because of arduous  nature of their duties as doctors have to attend to the patients even during odd hours at their residence also.

Senior retired doctors also stated that proposal to save Rs. 100 crore every year by abolishing is anti people and will indirectly benefit the corporate sector because the doctors will not join the public sector health facilities. They said already a large number of dispensaries in the rural areas lack health facilities.  

They  also stated that already the Punjab Govt. has constituted the new pay commission and the proposal to abolish NPA without recommendations of the pay commission is also against the  spirit of justice.

They urged the Punjab Chief Minister Capt. Amrinder Singh and Health Minister Mr. Braham Mahindra not to accept any ill advised proposal of the finance department.
