Administration proposes teaching staff disposes equal to quality education

CHANDIGARH: Chandigarh Administration proposes teaching staff disposes may be the cause behind decline in quality education. Whatever is being planned by the Administration improve quality in education, it is the teaching staff decides decline or rise in quality education.  

In spite indulgence and thrust of the Chandigarh Administration in zipping up infrastructure and shoring up education quality in government schools so that students can compete with their counterparts in private convent schools. But it these can only succeed only if the teaching staff is disposed them in a committed and devotional way. Result for Class X of government schools (2017-18) has started blame game and trying to pass the buck to each other.

Talking to retired principals and teachers said that there was no dearth of funds and infrastructure in education but lack of ‘seriousness’ among teaching staff as well as students was the main cause of decline. Teachers preferred ‘tuition’ over classroom teaching while students were non-serious in their study.  Absenteeism and politics ruled the day on school premises that killed the instinct of devotion to work among the teachers, said G.C. Dhadwal, a retired principal.           

According to official data, city has 108 government schools including smart and model schools constructed on the line of private schools. Of these, 25 government schools were declared poor performing schools whose Class X result ranges between 7.9 per cent and 28 per cent. Of these, nine schools have recorded pass percentage below 20.  Of the total enrolment in government, private, central government and government, the enrolment percentage in government schools is 58.3 per cent and government aided schools enroll only 3.4 per cent.

While talking to Mr Rupinderjit Singh Brar, DPI , Chandigarh revealed that the Chandigarh Administration has constituted two committees—Advisory committee under the chairmanship of the Administrator UT which consists of renowned educationists and senior retired army officers find ways and means to improve quality in education. Other committee was constituted under the chairmanship secretary education to review the quality education on monthly basis.

Brar further said that the department was also preparing a list of teachers who had been in one school for more than 10 years and their performance would also be kept in mind. Poor performers would be shifted accordingly, he added.  “Accusation by teachers about lack of infrastructure is nothing but an excuse to cover up performance,” he said

He also revealed that there was no dearth of infrastructure and staff strength. There are 4688 teachers including lecturers, TGTs, JBTs and NTTs. Besides, 1,375 teachers are serving under SSA Scheme, he says.  He further stated that the Administration has assigned the teacher staff to fulfill a specific purpose and it is up to them to understand their specific role for which they were being hefty amount.  

Brar also said about the steps being taken by the department such as-remedial classes conducted during summer vacations; rationalization of deployment of teachers; no grace marks for class IX students  w.e.f. 2018-19;constitution of teams of senior officers for supervision, mentoring and surprise inspections; quarterly tests for Class VIII, IX and X; disciplinary proceedings against the delinquent Principals/ Heads/ Teachers; expert committee of best performing Heads and teachers and regular meetings of School Heads at various levels.  

Brar, who is spearheading the battle against decline in quality education, hopes the city will soon ride a sunbeam of unprecedented education boon. EOM
